I do not think the show creators would flat out lie to everyone. When introducing the show, they said that it followed the new avatar, Korra. I do not think they would have called her the avatar if that were not the case. Also, I can&rsquo;t believe that she would be the only person to be able to bend multiple elements without being the avatar. Unrelated, I like the idea that Asami is related to Amon in some way.
